[ROSA Hypershift]Keep the current VPC selection during the search action.

      Description of problem:

      Currently when user selected a VPC from the drop down , added some private subnets then user clicks again on the VPC drop down and tried to search a VPC but didn't select anything. As result of this action, current VPC selection has gone and this is wrong behavior. We need to keep the current VPC selection until user search and select a VPC from the list.

      Steps to reproduce:

      1. Launch OCM UI Staging.
      2. Open ROSA wizard and select control plane type as "hosted".
      3. Navigates to "Cluster settings"> "Machine pool" step after filling all required values in each step.
      4. Select a VPC  from the drop-down.
      5. Add multiple machine pool with appropriate subnets.
      6. Click on VPC drop-down and input some text in "Filter by VPC" field.
      7. Do not select anything, remove text from "Filter by VPC" field.
      8. See the behavior of VPC field and selected machine pool sets.

      Actual results:

      At the step 6 & 7, Already selected VPC and machine pool definition vanished from the wizard.  This is wrong behavior as  user hasn't selected anything from searched VPC list and  user has forced to repeat step 4& 5(select VPC and make machine pool configurations) again.

      Expected results:

      Do not reset the selected VPC and machine pool definition until user search and select the new VPC definition. In all cases, the VPC should be same as previously selected in Wizard.
