Tooltip behavior is not as per the expected result when the user clicks on the wizard's navigation buttons

Steps to Reproduce

1) Log in to the staging portal and navigate to the Cluster creation page.
2) Select the default subscription type i.e. Annual and Red Hat cloud account.
3) Choose AWS as the cloud provider and click on the Next button.
4) Enter an unavailable name in the Cluster name field.
5) Blur out of the input
6) Tooltip should be opened
7) Focus on the “cluster name” input
8) Blur out of the input

Expected Result
Tooltip reopens input: “o” ⇒ “x”, tooltip: “v”, “v”, “v”, “v”, “x” (re-opens)

Actual Result
The tooltip does not reopen.

"v" => green checkmark icon
"x" => red exclamation icon
