"edit cluster-wide proxy" is not disabled based on user authorization

      steps to reproduce

      • log in to OCM UI
      • create a cluster (OSD/ROSA), with VPC and cluster-wide proxy set up (or use an existing one)
      • navigate to cluster details / networking tab, and scroll to the VPC card, at the bottom
      • check the disabled state of the "edit cluster-wide proxy" button

      expected result

      the button's disabled state should be derived from the user permissions with regard to that cluster, (possibly aligning with the behavior of the similar "edit cluster ingress" button, in the "cluster ingress" card)

      actual result

      the button is always enabled, regardless of permissions
