More validation is required for the router labels

Steps:

• The user creates an OSD cluster via the wizard, with the following choices:
  • In the Cluster Settings / Details step, selects version 4.12 from the cluster version dropdown
  • Under Networking / Configuration, selects the type as Private
• Once the cluster is in a Ready state, navigate to the networking tab.
• Click on the Edit cluster ingress button.
• Select the checkbox Enable additional router.
• Enter the label and key text greater than 63 characters for "Label match for additional router"

Expected result:

There should be an error message saying that " Length of ingress route should be less than 63 " and the system should prevent the user from entering greater than 63 characters

Actual result:

There is no error if the key/value no longer than 63 characters on the UI
