With HAC-4061, we have begun the process of updating our code base to React V18.  This required a significant amount of code changes and updating of other dependencies.  However, to reduce the scope and MR size, the update to latest types for React  was postponed.

For this ticket, we will update package.json:
"@types/react": "17.0.x", --> "18.2.x" (or latest)
 
We then need to fix errors that occur.
