Description

When a user logs in and their cluster list is empty, clicking on the refresh button causes the interface to switch back and forth between the "clusters" layout and the "empty clusters list" view.

Steps to Reproduce

1. Log in with a user who has no clusters in the staging environment.
2. Once the user clicks on the Clusters menu from the left navigation pane,
   wait for the page reload to be complete.
3. Click on the refresh button.

Expected Result

The page should be refreshed.

Actual Result
Whenever the refresh button is clicked, the page layout fluctuates between a cluster list that has clusters and an empty clusters page.
