This part of our clusters page epic was crossed off because of its impact to Fedramp.  Need to determine if Clusters page can safely be updated and if we can remove these routes.

Change existing routes such as cluster-requests and cluster-list to automatically redirect to correct new link:

• /openshift/cluster-list => redirects to /openshift/clusters/list
• /openshift/cluster-request => redirects to /openshift/clusters/requests
