OSD-GCP customer changes to cluster/proxy in HCC not allow and caused clusteroperator degradations

      Summary:  Customer could not make changes to their cluster-wide proxy via HCC, however that change could be made via ocm api.  The attempted changes via HCC resulted in clusteroperators going degraded until the customer could implement the change via ocm-cli.

       

      Customer os OSD on GCP was wanting to add Internal CA certs to their cluster via HCC > Networking > VPC > "Edit clusterwide proxy",  however the change was not allowed and even caused their clusteroperators to go into degraded status.  The customer reported the issue became resolved once they made the change via the ocm-cli.
