GovCloud users are unable to create 4.16 ROSA HCP clusters with EUS channel selected in OCM UI

      Environment: prod

      Reproduction steps: 

      • Go to the OCM UI wizard in GovCloud to create ROSA HCP clusters
      • Try to create a ROSA HCP cluster with EUS channel and version to be 4.16.z 
      • The cluster creation fails

      Expected Result:

      • The users should be able to successfully create the cluster.

      Next Steps: 

      • Try to validate this in integration by rolling back the EoL of 4.16
      • Determine what fix is needed from the OCM UI team
