Chrome-backend-service(CBS) has been replaced by the FrontEnd Operator (FEO) by serving up the Left hand Navigation menus.

Today, [in the CBS repo |https://github.com/RedHatInsights/chrome-service-backend/blob/main/static/stable/itless/navigation/openshift-navigation.json], there is a custom version of the left hand nav for Fedramp that provides an extremely limited amount of menu options.  

As long as the CBS continues to function, Fedramp should continue to work properly, but we need to come up with a plan to build a Fedramp specific frontendUI.yml that mimics the current CBS so we can start using the FEO before we are forced to possible migrate.

Acceptance Criteria

• Develop fedramp specific frontend config file
• Wire in the new file so it is used instead of the CBS version
