Description of the issue
In the ROSA Classic Wizard → Networking → Configuration section, under Virtual Private Cloud (VPC), the following informational text is displayed:

"By default, a new VPC will be created for your cluster. Alternatively, you may opt to install to an existing VPC below."

This text is shown even when the cluster privacy is set to "Private."

However, for ROSA Classic private clusters, users must use an existing VPC with PrivateLink enabled. Creating a new VPC is not a valid option in this scenario. As a result, the displayed text is misleading and may confuse users by suggesting an unsupported configuration.
