Misleading error message shown when the cluster transfer API fails but the Clusters/Subscription API succeeds

      Priority: Medium

      Reproduction Steps:

      1. Log in to OpenShift Cluster Manager (Stage or Prod)
      2. Open browser DevTools → Network tab
      3. Right-click on any request and select "Block request URL" for requests containing cluster_transfers
      4. Or use Network conditions to throttle/block the cluster transfer API endpoint
      5. Navigate to Clusters page (/openshift/clusters/list or /openshift/clusters/requests)
      6. Wait for the page to load
      7. Observe the error indicator (triangle icon) in the page header area

      Current Result:

      1. Error triangle icon is displayed in the header with a tooltip as below

        The tooltip error message itself is confusing as the error occurred during the fetching of cluster transfer requests not during clusters or subscriptions. 

      Expected Result:

      • Error triangle icon should be displayed in the header with tooltip text "Failed to load cluster transfer data"
