Priority: Critical (Data loss potential)

Reproduction Steps:

1. Navigate to an HTPasswd IDP with more than 10 users (multiple pages i.e. per page count is set to 10)
2. Click the "Select All" checkbox in the header
3. Notice the checkbox shows as selected (implying ALL users selected)
4. Click the "Delete" button
5. Observe which users are getting deleted.

Current Result:

• "Select All" checkbox marks ALL filtered users as selected
• But the Delete button only sends current page users to the delete modal
• Users on other pages remain selected but are NOT deleted

Expected Result:

• Either: "Select All" should only select current page users
• Or: Delete should delete ALL selected users across all pages
