The empty state of the Cluster Access Requests table is not aligned with the general empty state used in Cluster Requests

      Reproduction steps:

      1. Log in with a user account that does not have any Cluster Access Requests or Cluster Transfer Requests records.
      2. Navigate to:
        https://console.dev.redhat.com/openshift/cluster-request
      3. Review the empty state displayed in both the Cluster Access Requests table and the Cluster Transfer Requests table.

      Current Result:

      1. The Cluster Transfer Requests section displays an empty state with the message: "No cluster transfers found."
      2. The Cluster Access Requests section, however, shows an empty table layout(with empty records) instead of a proper empty-state message.

      Expected Result:

      The Cluster Access Requests section should show the empty state with the message: "No cluster access requests found."
