In the event of a backend API failure to load channel groups and versions, the OCMUI navigation buttons remain enabled, and the cluster creation is successful.

      Reproduction steps:
      1) Navigate to the Cluster Details step
      2) Select the cluster version. Disconnect internet (or use DevTools → Network → Offline)
      3) Refresh/retry loading versions
      4) Verify that there is a backend error message for bothe versions and channel group
      5) Reconnect internet
      6) Click the next button.

      Current Result:
      The Next button succeeds and the user is able to get to the Review page. 

      If the user comes back to cloud provider selection page and then proceeds with the selection of the cluster details, the user can still see the cluster versions and channel group.
      The cluster creation also succeeded in this case with the default version being selected and channel group as Stable

      Expected Result:

      Next button should not succeed as there is a backend error and when the user goes back and forth between the pages, the version and channel groups should be updated.
