[OSD AWS CCS wizard]Introduce refresh button to refresh the security groups from "VPC settings" step in OSD wizard flow

      Description of the issue

      In the OSD wizard (AWS CCS flow), there is currently no option to refresh and refetch the security groups from the selected VPC in the "Virtual Private Cloud (VPC) subnet settings" step.

      Introducing a refresh button (or a relevant option) would allow users to easily fetch the latest security groups from the backend, especially in cases where security groups are added, deleted, or modified after the initial load.

      Proposal:
      Add a refresh option under the "Additional security groups" section within the "Virtual Private Cloud (VPC) subnet settings" step of the OSD wizard to enable users to update the list of security groups without restarting the wizard.

       

      Acceptance criteria.

      1. Introduce a refresh option (i.e refresh security group link) when there are no security groups available in the selected VPC - behavior should be consistent with the ROSA wizard.
      1. Introduce a refresh icon associated with the existing Security Group dropdown to allow users to refetch the latest security group definitions from the backend - behavior should match that of the ROSA wizard.
