The "Cluster Transfer Ownership" option (clickable pencil for Owner property) on the cluster overview page is incorrectly enabled for users with Cluster Editor or Organization Administrator roles.

      Reproduction steps:

      1. Login to OCM UI staging.
      2. Select a ready ROSA classic cluster.
      3. Open the cluster.
      4. Go to Access control tab > OCM roles and access > click Grant role.
      5. Assign Cluster editor role to an org member role.
      6. Login to OCM UI staging using org member role.
      7. Open the ROSA classic cluster
      8. Go to Overview tab > locate "Owner" property.
      9. View the behavior of the "Pencil" icon associated to Owner
      10. Repeat the step 6 to 9 using an org admin role.

      Current Result:

      The pencil icon next to the Owner property is enabled for organization members with Cluster Editor permission and Organization Administrators. These users can click the icon and open the Cluster Ownership Transfer dialog, which is incorrect behavior

      Expected Result:

      Only the cluster owner should be able to transfer the cluster. Therefore, only the cluster owner should have the pencil icon enabled for the Owner property.
