Reproduction steps:

1. Login to OCM UI staging.
2. Select a ready OSD or ROSA hosted cluster.
3. Open the cluster.
4. Go to Overview tab > locate "Owner" property.
5. Click "Pencil" icon.
6. View the behavior.

Current Result:
A clickable pencil icon near the Owner property is available for all clusters, regardless of whether they support the "Cluster Transfer Ownership" feature. This behavior is incorrect.

Note:
The issue is observed in staging but not in production, suggesting it was introduced by a recent change within the last week.

Expected Result:
The pencil icon near the Owner property should be clickable only for ROSA Classic clusters that support the Cluster Transfer Ownership feature. For all other clusters, the icon should be disabled or hidden.
