Reproduction Steps:

1. Open the ROSA wizard.
2. Select the control plane type "Classic architecture."
3. Fill in all required fields in each step until you reach Networking > VPC Settings.
4. Select a VPC from the dropdown.
5. Select a different VPC from the dropdown.
6. Try to select a value from the Availability Zone dropdown.
7. Observe the behavior.

Current Result:
The user is unable to select a value from the Availability Zone dropdown after changing the selected VPC.

Expected Result:
The user should be able to select a value from the Availability Zone dropdown regardless of the VPC selection.
