after the migration of our repo' to a new one with public visibility, jira integration seems broken, even tho the jira GH app was re-installed to the new repo.

the problem is PR links in tickets point at the wrong users, sometimes flipping the author / reviewer (for example OCMUI-3697), sometimes just pointing at seemingly random users (like in OCMUI-3433, which is tied to this PR).

we need help from an org' admin at RedHatInsights, which is authored to mess around with GH apps and their config'.
