[Phase 1]: Add banner on OCM to communicate ROSA architecture renaming

      The architectures are being renamed and we want to show this update as a banner on OCM UI.

      The banner will be a PF 'info' Alert and contain a link to a knowledge base article, you can find the related mocks on the following Figma links created by nirfarkas :

      1. Banner (PF Alert of variant 'Info')
      2. Banner location on the 1st step of the ROSA wizard page
      3. Banner location on the ROSA Getting Started page

      Things to keep in mind:

      • It was mentioned on the Epic that the banner will be placed on the following pages:
        • ROSA Get started page
        • 1st step of the Rosa Wizard
      • To see the banner location on those pages, please have a look at the Figma links found above
      • The banners will be displayed for a month. Shown/hidden via a feature flag which will initially be enabled -> FF is named "ocmui-rosa-architecture-renaming-alert" and has been enabled on stage.
      • The alerts/banners will not be cancelable. 

      Acceptance criteria

      1. Information Banners to announce this change
        1. The banners will be placed on ROSA Get started page and 1st step of the Rosa Wizard.
        2. The banners will be an info alert and contain a link to a knowledge base article.
        3. The alerts/banners will not be cancelable. 
        4. The banners will be displayed for a month.  Shown/hidden via a feature flag.
      2. UI team needs to coordinate GA with the documentation team which plans to publish the ROSA w/ HCP exclusive content in end of July. -> The docs team has released the related doc, so we can safely release this feature.
        • The banners need to be behind a feature flag which will initially be enabled.
        • In October the UI team can turn off the banners via disabling the feature flag. -> Phase 2 in the Epic (see ticket: OCMUI-3648)
