Description of the issue
OSD CCS clusters (GCP) allow users to customize Secure Boot options at the machine level when adding a new machine pool. However, this option is not editable once the machine pool has been created. This behavior is correctly reflected in the 'Edit Machine Pool' dialog, where the checkbox is disabled. However, there is currently no indication or message explaining to the user why the option is disabled. It would be helpful to add a tooltip that clearly explains the reason for the disabled state

Acceptance criteria.
- Add a tooltip that appears when the user hovers over the disabled 'Enable Secure Boot support for scheduled VM' checkbox in the Edit Machine Pool dialog
- Suggested tooltip text would be "Secure Boot settings can only be modified during machine pool creation and are not editable afterward"
