Description of the Problem:

The "Learn more" link in the Administrator Acknowledgement section of the "Update Cluster" modal seems to point to the wrong definition. This was observed during an OSD GCP WIF cluster update from OCP version 4.18.3 (Candidate) to 4.19.0-ec.3.

The learn more link currently pointed to https://console.dev.redhat.com/TBD

Steps to Reproduce:

1. Launch OCM UI
2. Install an OSD GCP CCS cluster( Choose authentication type as WIF and OCP version as 4.18.3(Candidate) )
3. Once cluster is ready, Go to settings tab.
4. Click "Update" button.
5. Select version 4.19.0-ec.3 (or latest 4.19 version) from the "update cluster" model.
6. Click "Next" button.

1. In Administrator acknowledgement section > "Review and prevent update issues" section, Click "Learn more" link.
2. See the behavior.

Actual results:

The learn more link is pointed to wrong definition i.e. https://console.dev.redhat.com/TBD 

Expected results:

The "Learn more" link should point to the correct URL relevant to the wif-config cluster update
