ROSA Installation IAM Roles must default to ones with prefix 'ManagedOpenShift'

      Context: ROSA clusters need different cluster IAM roles. With Managed Policies being rolled out now for HCP and Classic, in the ROSA CLI installation, we're defaulting to 'ManagedOpenShift' prefixed roles if they're present in the AWS Account. See below (rosa CLI version 1.23)

      However, in the OCM GUI, the default IAM roles are not that (see below). 

      As a user installing ROSA Cluster using OCM UI and ROSA CLI , I need the consistent default across different clients so that I am creating clusters with consistent outcomes across different clients. 

      • Show defaults as ones that start with 'ManagedOpenShift' when such roles are present. (see below)
