User story:

If a user does not have idp.update access, then the list of IDP users should not be available.

Additional information

This was identified during the sprint demo on April 22, 2025.

Acceptance criteria:

• If a user does not ipd.update permissions, the htpasswd row should not be expandable and no htpasswd users will be shown
• If a user goes to the htpasswd details page without idp.update permissions, they will be automatically directed to the access control/identity providers page.
