Description of the Problem
It appears that in some cases, the 'Pending Transfer Requests' banner is shown inconsistently. Even when the logged-in user has not initiated any cluster transfers or has no pending requests, the banner may briefly appear and then disappear on the cluster list. This seems to happen when there are pending transfer requests associated with other users within the same organization. In some situations, the banner remains clickable, leading to inconsistent behavior on the page.

Steps to Reproduce
Prerequisites
- Launch OCM UI.
- Log in with a random user.
- Select a cluster and create a cluster ownership transfer request.
Steps
- Launch OCM UI.
- Log in with a different user who belongs to the same organization as the user in Step 2 of the Prerequisites.
(Note: This user has not initiated any cluster transfers and has no pending requests.)
- Navigate to the Cluster List.
- Open the cluster used in Prerequisites Step 3.
- Go to Access Control > Transfer Ownership.
- Click the "Cluster List" link in the breadcrumb navigation.
- Observe the behavior of the 'Pending Transfer Requests' banner.
Actual Results:
The 'Pending Transfer Requests' banner on the cluster list appears and disappears quickly, creating a flickering effect. In some instances, the banner i.e. pending cluster requests link remains clickable, leading to inconsistent behavior on the cluster requests page.
Expected results:
The 'Pending Transfer Requests' banner on the cluster list should not appear when the user hasn't initiated any cluster transfers or has no pending requests
