[QE CI failures] Fix Rosa CLI link issue on ROSA Getstarted page test case

      Description of the issue

      Recent QE CI has reported failures ROSA Getstarted test cases. Upon analyzing further, it was found that the issue was caused by a change in the ROSA CLI downloaded links. This is purposeful change tracked in https://github.com/RedHatInsights/uhc-portal/pull/305
