Description of the Problem
Cluster transfer Ownership within in same organization is blocked due to missing capability "capability.organization.allow_inter_org_cluster_transfers"
The capability "capability.organization.allow_inter_org_cluster_transfers" indicate it is for inter org transfers but it seems like intra org transfers also blocked in case it is missing from your organization side.
Steps to Reproduce:
- Make sure your ocm org doesn't have organization capability
capability.organization.allow_inter_org_cluster_transfers
- Launch OCM UI
- Go to cluster list and Open a ready rosa classic cluster owned by you.
- Go to Access control tab > transfer ownership.
- Fill all valid user name belongs to your ocm org, accont ids, organization ids.
- Click "initiate transfer" button.
- See the behavior.
Actual Results:
The "Transfer cluster ownership" action was blocked with inline error that talks about missing capability i.e. "capability.organization.allow_inter_org_cluster_transfers"
Expected results:
The capability "capability.organization.allow_inter_org_cluster_transfers" indicate that it is required for inter org transfers but in this scenario it is intra org cluster transfer.
User should be allowed to transfer ownership of the cluster within organization without above capabilities.
