Description of the Problem
The 'Transfer Cluster Ownership' option is missing for OCP clusters. Currently, there is no way to transfer the cluster ownership of an OCP cluster.
The scenario is as follows: A user has registered an OCP cluster via the 'Register Cluster' option and now wants to transfer the cluster ownership via the UI. Previously, there was a context menu associated with the cluster that allowed users to initiate the transfer of ownership. It seems to be missing now.

Note: Recording refers to
1). Missing "transfer cluster ownership" option from staging env.
2). Available "transfer cluster ownership" option from production env (points to staging env)
Steps to Reproduce:
- Open https://console.redhat.com/openshift/register .
- Fill all the valid definition of an OCP cluster and register the cluster.
- Once cluster is available in OCM UI, Go to cluster list.
- Select the cluster and click on kebob icon.
- Try to select "Transfer cluster ownership" from context menu.
Actual Results:
The "Transfer cluster ownership" context menu wasn't shown in UI. It makes the cluster transfer for OCP impossible from OCM UI.
Expected results:
The "Transfer cluster ownership" context menu should be shown in UI. It should allow user to initiate the cluster ownership transfer for OCP.
