Cluster details never displays data - always shows spinner

      For a regionalized cluster, the cluster details is never displayed - only a spinner is shown to the user.   What is happening is that all the data is being reloaded every 5 to 10 seconds.

      It appears  that the inflight checks hits the global endpoint which results in a 404, causing the data to reload.
