      the release ticket labeler script occasionally fails due to sporadic jira API failures around expired tokens.
      this seems to be related to the API rate-limiting.

      additionally, on march 10 2025, jira API's rate-limits will be made stricter (see email enclosed below), which will worsen those issues.

      the script should handle this - see this page for strategies.
