[OSD AWS upgrade model] "Administrator acknowledgement" step wrongly added in update model during Y stream update from 4.17 to 4.18

      Description of problem:

      During an OSD (AWS) Y-stream update process, i.e., from version 4.17 to 4.18 (Y-stream), the user was presented with the 'Administrator Acknowledgement' step incorrectly in the update model from the OCM UI. This is incorrect, especially since 'Administrator Acknowledgement' refers to workload identity federation for an OSD AWS cluster, which is unrelated.

       Always

      Steps to reproduce:

      1. Launch OCM UI staging.
      2. Create an OSD AWS cluster with version 4.17.16(Candidate). 
      3. Once cluster is ready, Go to settings tab.
      4. Click "Update" button.
      5. In update model, select y steam version i.e. 4.18.rc9.
      6. Click "Next" button.
      7. See the behavior.

      Actual results:

      At step 7, An "Administrator Acknowledgement" step wrongly added to the update model for an OSD AWS cluster. "Administrator Acknowledgement" is irrelevant in above case as it is an OSD aws cluster not GCP WIF cluster.

      Expected results:

      The "Administrator Acknowledgement" step shouldn't be shown in update model when an OSD AWS cluster update from 4.17 to 4.18.
