[Fedramp] Create containerized build for fedramp

      Currently, ocm ui builds are pushed to a S3 bucket and those files are served from there.  We have now completed the containerization process for commercial ocm ui where we build and send those images to the appropriate quay server.  

      Let's also send those container images to the proper place for fedramp so we can stop using the s3 deployment method.

      The first step in this process is setting up and sending the images to the appropriate server. The same quay server is used as commercial, but a special image will be built for security compliance.  Other teams are currently setting up what we need and will fill in more details soon.
