Description of problem:

User has launched a ROSA wizard and tried to navigate to next step without selecting a version from cluster Settings > details step i.e. user has clicked "Next" button while version is fetching from backend. As a result of the same action, user allowed to navigate to next step without a valid version although version is mandatory field and having a dependencies in cluster creation. This need to be corrected i.e. Do not allow user to navigate next step without a valid version selection.

Steps to reproduce:

1. Launch OCM UI staging.
2. Open ROSA wizard( choose control plane as hosted). 
3. Reach to Cluster Settings > Details .
4. Fill all the mandatory fields except version definition.
5. Click "Next" button while version list still loading.
6. See the behavior.

Actual results:

At step 6, User allowed to proceed to next step without a valid version. This would eventually create confusions  in "review and create" page. 
Expected results:

At step 6, Do not allow user to proceed to next steps without a valid version.
