      phase 1

      switch off GL jenkins jobs, by adding disabled: true.

      at this stage, we should re-verify that FedRAMP is not relying on GL sync (details in OCMUI-2819).

      phase 2

      remove all GL jenkins jobs from configuration, then delete any residue webhooks.
