      phase 1

      1. switch off GL jenkins jobs, by adding disabled: true
        important: cleaning up / disabling the insights-build job depends on FedRAMP not relying on GL sync (details in OCMUI-2819)

      phase 2

      1. remove all GL jenkins jobs from configuration
      2. delete any residue webhooks from the GL repo
      3. remove any other residue configuration, e.g. the gitlab codeComponent definition (with the gitlabSync config used by FedRAMP)

      note:

      phase 1 / item 1, and phase 2 / item 1 were partially done (i.e. for push-to-insights jobs) with OCMUI-3492.
