The page to access ROSA GovCloud here: https://console.redhat.com/openshift/create/rosa/govcloud is not navigable from anywhere in the Hybrid Cloud Console. A reasonable starting point might be adding a drop down entry for GovCloud here:

It may also be useful to have a way to get there from the Cluster List page, like ("Looking for ROSA GovCloud clusters? Go here instead")

We should also have a link to this page from the FedRAMP Console DOT login page:
