When a cluster is being created, there is a blue "Your cluster is being created" alert when suggested operators in the expanded section.  The purpose of this story is to add the OpenShift card to this alert.  When a user clicks on the "Learn more" link on the card, additional information will be shown in a drawer on the right side of the page (mimic other suggested operator cards).
