[FedRamp] When using restrictedURL flag - cluster details shows an error

      This appears to be a regression with the recent work (aka it is not seen in production - yet)

      When I go to https://console.dev.redhat.com/openshift/cluster-list?restricted=true and then click on an available  cluster (including ROSA Classic), I get an error instead of the cluster details:
