Steps to Reproduce:

1. Login with an account for which the ROSA quota does not exist i.e.  GPUNodeROSASelfSupported is set to Zero

       2. Click on the Create cluster button from the clusters list.

       3. Choose the ROSA option to Create a cluster with web interface.

Expected Result:

The user should be redirected to the below webpage with the Hosted selection disabled.

Actual Result:

Clicking on option three, either with the CLI or the web interface, does not redirect the user to the control plane selection page shown in the expected result.
