Description of the Problem

A ROSA hosted regionalized cluster was set to the update strategy as "Individual updates".
User has tried to update Y stream the cluster version (for example, 4.16.30 to 4.17.12) using "update" button shown in settings tab. During the update schedule action , the dialog doesn't show any administrator approval step that required for the Y stream updates. User was able to schedule the update without  any acknowledgement for Y stream and it looks wrong.

Steps to Reproduce:

1. Open OCM UI staging
2. Install  a ROSA hosted regionalized cluster with version 4.16.30 ( or any version that allow Y stream update).
   1. Make sure cluster set the update strategy set to "Individual updates" during the installation.
3. Once cluster is ready, Go to settings tab.
4. Click "Update" button.
5. Schedule the update by following update dialog steps.
6. Review the user's acknowledgement step.
