Clean up multiple useFetchInflightChecks files

      There are two useFetchInflightChecks.ts files in the repo. The purpose is that only one file is used and has test coverage.

      Tasks:

      • Ensure that all code is looking at one file
      • Remove the duplicate file
      • Ensure that the remaining file has unit tests. Note a unit test may be needed to ensure that the useMutateRerunInflightChecks hook passes along API errors (see https://github.com/RedHatInsights/uhc-portal/pull/98)
