As a user in the FedRamp, I will not see the option to create a public cluster because it is not supported by the API.

Support Criteria

When creating an HCP cluster there is not an to create a public cluster.

Is it good enough to just hide the public option leaving the private option OR should both private and public options (along with related help text)
