[Data sovereignty] Unable to install HCP or ROSA Classic into a VPC

      How reproducible:

      Always

      Steps to Reproduce:

      1. Complete ROSA prerequisites (login, account creation, etc)
      2. Create a VPC in selected region.
      3. Create a HCP or ROSA classic cluster
        1. In the case of HCP, during selection of VPC API returns 500 from backend (see attachment)
        2. In the case of ROSA classic, select 'install into existing VPC' in network configuration
      4. NOTE: In both cases a 500 is returned from backend and installation is unable to continue

      Expected Result:

      VPC selection should be allowed and installation is able to continue

       

      Actual Result:
      500 is returned from backend and installation is unable to continue, see attachments:
