1. Go to the cluster list
2. Select one or more cluster types
3. Verify that the list is filtered and the cluster-type bubbles are shown.
4. Verify the selected plans are now in the URL
5. Click on the View Cluster Archives link and select the cluster type bubbles
6. Refresh the browser and ensure that the filters are still selected
7. Click the browser refresh button and return to the clusters list.

Expected Result
The list continues to be filtered and the cluster-type bubbles are shown.

Actual Result:
the list is unfiltered and the cluster-type bubbles are not shown
