consider whether secrets config needs to be duplicated, or reused (probably the latter).
vault.devshift.net (managed by #sd-app-sre) is where Service Delivery org keep most credentials. specifically, the smoke-tests PL secrets are kept at sd-uhc, under sd-uhc/integration-tests/{environment}.
