Description of the issue

Our QE CI runs reported multiple failures related to OSD and ROSA wizard validation test case. The Cluster autoscaling definition (i.e. Edit cluster autoscaling settings > Max node total definition) has changed a bit based on the availability and OCP version. 
This ticket could be used to track the changes to make QE CI back green.
