•  [Dave] There doesn't appear to be a way to hide/disable the 'Create new MR' button.  There are many way to prevent an MR from being merged, but nothing about blocking the creation of an MR to being with.

2. Update MR template with alert that we're migrating to GitHub

• [Dave] The MR templates are located in https://gitlab.cee.redhat.com/service/uhc-portal/-/tree/master/.gitlab/merge_request_templates, we can add a red text alert.

3. Document GitLab method for not allowing an MR to be merged

• [Dave] In GitLab, goto https://gitlab.cee.redhat.com/service/uhc-portal/-/settings/repository/. Protected Branches -> master (default), Set "Allowed to merge" from "Maintainers" to "No one".

4. Document GitLab method for notifying devs of migration to GitHub (banner alert? Update README.md?)

• [Dave] we can update README, not sure how to do a page banner though.
