Multi-region Cluster details - "OCM Add-On Test Operator" configuration dialog has wrong spacing

      The multi-region version of the "OCM Add-On Test Operator" dialog presents a form with no vertical spacing between inputs.

      The issue is not present on the "regular" cluster details page.
