[Data Sovereignty] Missing cluster name definition in cluster action dialogs from cluster list

      Description of the Problem

      Cluster name definitions in cluster actions dialog invoked from cluster list( in Data Sovereignty enabled ) seems missing. This is seen with almost all actions dialogs from multiregion enabled env.

      Always

      Steps to Reproduce:

      1. Open OCM UI staging using https://console.dev.redhat.com/openshift/?multiregion=true 
      2. Go to cluster list.
      3. Select random clusters from the list
      4. Click on kebab menu icon and invoke action dialogs such as
        1. "Edit machine pool",
        2. "Delete cluster", 
        3. "Edit load balancers and persistent storage" (for OSD  nonccs clusters)
        4. "Edit subscription settings", "Transfer cluster ownership" (for OCP clusters)
      5. See the cluster name definitions in opened dialogs.

      Actual results:

      "Cluster name" definition on above actions dialogs are missing from multiregion enabled env.

      The same has been available in non multiregion env.

      Expected results:

      "Cluster name" definition should present from action dialog invoked from the cluster list kebab menu in multiregion env.  "Cluster name" definition should be present for actions dialogs invoked from cluster overview or details page (working as expected currently)
