When creating a new HCP cluster, the user shall have the ability to enable or disable auto repair feature for node pools.

AutoRepair will be a single option and all node pools will set with the same value.   Note that this value can be sent to the API as part of the cluster creation.

The option will be a checkbox (boolean) defaulting to checked (true)
